Tiny utilities still deserve commits. A single initial commit followed by silent edits makes history useless.
Commit after each meaningful change: add argument parsing, fix a crash, improve messaging. Write messages that say what changed and why, not just update.
Tag releases when you share a tool outside your laptop. Semver is fine even for personal scripts: bump the patch when you fix a bug, minor when you add a flag.
If you collaborate, open a short changelog. Three bullets beat a long essay, and they help people upgrade without reading the whole diff.
